Make the Syrup
- In a saucepan, combine the water and sugar over medium heat.
- Stir until the sugar is completely dissolved.
- Add the dried lavender and bring the mixture to a gentle boil.
- Once boiling, reduce the heat and let it simmer for about 10 minutes.
- Remove from heat and let it steep for an additional 15 minutes.
- Strain the syrup through a fine mesh strainer into a clean bottle or jar.
- Allow it to cool completely before sealing and storing in the refrigerator.
