Method
 

Make the Syrup
  1. In a saucepan, combine the water and sugar over medium heat.
  2. Stir until the sugar is completely dissolved.
  3. Add the dried lavender and bring the mixture to a gentle boil.
  4. Once boiling, reduce the heat and let it simmer for about 10 minutes.
  5. Remove from heat and let it steep for an additional 15 minutes.
  6. Strain the syrup through a fine mesh strainer into a clean bottle or jar.
  7. Allow it to cool completely before sealing and storing in the refrigerator.
