Cooking Steps
- Heat the vegetable oil in a large pot over medium heat. Add the sliced onion and minced garlic, sauté until fragrant.
- Add the chicken thighs to the pot and cook until browned on all sides.
- Pour in the soy sauce and vinegar. Add the water, bay leaves, and black peppercorns. Bring to a boil.
- Reduce heat to low, cover, and simmer for about 30-40 minutes, or until the chicken is tender.
- If desired, stir in brown sugar for added sweetness. Adjust seasoning to taste.
- Serve hot with steamed rice.
